You do the quest, finish it, get an envelope, right click it.
The game asks you if you are SURE you want to grab the thing.

Open up next envelope, oh what’s this? Already have the item, can’t have duplicates.
Deal with this whole thing for like 12 envelopes.

This is HORRIBLY structured.
Get rid of the envelopes and allow us to just share the quests normally through the quest log without the need of the stupid star item. “Oh but if we do that then BLA BLA BLA” I DON’T CARE, this is EXTREMELY inconvenient and makes incursions a horrendous chore to deal with.
On that note, the NPC should just have a quest for you that you can accept, when you accept it, the quest is randomized. You can only accept quests from this NPC so long as you have <4 quests in your log from this event. Once you have 5 quests for this event the option to accept another one is removed. The quests you accept are randomized. If you share a quest with someone then that quest shared counts towards this, so each person should to theirs individually and share with one another after you’ve all accepted it individually.
The letters, the quest sharing stars, it’s cancer design.
