Indiscriminate Carnage - I think it’s a discriminated spell with 45sec CD. Subtlety can reduce CD on Secret Technique when spending combo point.
I think will be good when blizzard fix this talent like this

I don’t think CDR mechanics are a good idea. Outlaw is the only Spec, where they are thematically fitting. I’d rather they just lower the CD of Carnage to 20-25s.
