Anyone managed to get this from heroic, or is it only from normal? I been running it over and over feels sad to run this instance.
I was farming on hc alot! It finally dropped for me in m+.
Another mage told me he got it at 184 in a calling chest thing but I got a 171 different conduit from one today so they may have nerfed the ilvl on them.
on my 12th run now with no drop 
Had it drop first time i ran it on Mythic and again first time i did it on M+, drop rate seems fairly high, but i am just 1 observation i guess.
edit: wowhead says droprates are
Normal - 0.18%
Heroic - 0.6%
Mythic - 1.1%
Which are absolutely not true, if that was the case then i wouldn’t know 5 mages who have gotten it without farming it.
Wowhead shows the droprate for all players including all classes so you can’t really apply that data
