Infinite Star Corruption

I have gotten [Bloodstained Ritual Athame] weapon with infinite star corruption effect.

Infinite Star Effect: Your spells and abilities have a chance to strike a nearby enemy with an Infinite Star, dealing ( 276% of Attack or Spell Power) Arcane damage and increasing their damage taken from your Infinite Stars by 25%, stacking up to 10 times.

Yet for some reason neither on Target Dummy nor Arenas did the effect ever proc.

I am wondering if this is a bug or supposed to not proc in this situation?

I have a corrupted item with Infinite stars which was proccing just fine yesterday, but I have not tested it on Target Dummies, the dummies should not behave any differently that I am aware of, so I would submit it as a bug just in case.

In game, click on the help tool and choose Submit a Bug.

I think that might just be a little to OP for arenas xD
