I'm new to HPala this exp and all guides I've read & watched state that generally (if your mana can take it), you're to use IoL procs on FoL instead of HL.
I've no idea why.
With IoL active, my FoL heals for ~ 20k and my HL for ~ 25k.
I understand that it's best to spam cast BoV off the back of a FoL cast, but can someone explain why FoL is the better option generally for IoL?

I know of a pvp guide which recommends to use IoL procs on HL instead. But that might be because of the honor talent that reduces damage taken and stacking 3 times from HL..

When you get better gear the difference should be greater, and on higher difficulties on both m+ and raids every bit helps. The difference in cast time with IoL active isn't that much and, like you said, when you have enough mana you best use it with FoL, since a 40% increase is a big deal, especially when you get a crit, which should happen a lot if you stack crit rating.
This. IoL reduces the cast time of HL, while it buffs the healing of FoL. Therefor FoL is usually the best option. However, if your raid/group is topped, and some1 loses a a bit of hp, you might as well just use IoL with HL to save some mana, before your HS comes off cd.
