It heals for the exact same value regardless of low or high health percentage.

I had a response from a blue saying its a known issue but that they dont have timeline for fix.
The just made some hotfixes today.
Buuut, according to the Druid discord, the hotfixes didnt do anything.
Seems Guardian bear got executed once again 
Neither IR or Blood Frenzy hotfix seems to have achieved the desired effect. Still broken, please review.
