Till today, i had 0 issues, every single aspect and zone of the game runs smoothly in 90+ fps, when i enter new zone i get instantly 15-30 fps, wa thinking that some addons messing up, but again, everywhere elese its fine.
9800x3d, 5070ti and 64 ram are my specs
It’s 100% addons or a WA… same every patch.
I have a similar issue with lower fps than normal in the new zone, turns out its the compute effects, i reduced it from ultra to high and gpu usage dropped from 100% to 50%, you could try this.

Compute effects is not a feature 
This has been in the game for several expansions and to be fair, has always caused FPS drops on the highest settings in some areas with fog or similiar effects.
I have it on good even with a 4090. You won’t really notice a difference anyways when playing.
