Insane title bloodsail buccaneers question

So i’ve hit exalted with ravenholdt and currently im rhonored with bloodsail buccaneers

Since i’ve hit honored with bloodsail buccaneers and got the achievement, can I lose the rep while hitting exalted with steamwheedle cartel, or does it have to be at honored when I finish?

You don’t need it to be at honored. You only need to reach honored, and then it is logged for the achievement. That said, you can just farm pirates in the Hidden Cove in the east Tanaris and then do a few Everlook and Gatgetzan quests to hit exalted with all Steamwheedle factions without dropping your Bloodsail reputation.
