I have the same issue as this post in the us forum:
The popup for interface shortcuts always opens whenever I open the collections window, see this comment:
This is an annoyance, does anyone have an idea what I can do to get rid of this?
Or maybe anyone knows an addon that removes als of those popups?
I they where shown exactly ONCE I would not take any issue with them…
But a lot of thos popups appear on all my alts everytime I log in.
Recommend submitting an in-game bug report.
Whenever I open the Appearances tab on my main or alts, the yellow info popup is displayed. Submitted a bug report.

If you happen to use “Plumber”, it disables it.
Same issue here. Only way to fix it is to use ElvUI, since it gets rid of all those annoying pop-ups.
