I see people queue in with a twink with expirience locked and more alts in separtates queue and entering in the dungeons when they are in the same queue, in this way they workaroud the experience lock if anyone in the party has xp off, is it allowed?
I made a ticket, gm basically do not know if is it an expoit or not.

Or how exactly do you “see” this, considering that random queues are anonymous and there are AFAIK no tools to see who you´re grouped with before you press “accept”.
Also, if you´re already running with 5 separate accounts, why not just premake the group and queue that way as we did in remix and multiboxers have done since the beginning of time?
Or is this the specific “exploit” that you feel you have detected, that xp locked chars being in the party lock XP for everyone…or don´t if queued randomly? Not entirely sure what you were getting at to begin with…
Or are you, perhaps, just connecting dots on a fiberboard wall until a random picture of Satan emerges?

if you premade with 1 toon with locked xp all the party will have 0 xp.
In remix the toon you used had no xp locked so the party in premade could have xp.
But if you queue 1 team of 1 with locked xp and a team of 4, the 4 will have xp, they “hard” part is to sync it.
Ah, so we are talking about (presumably) using a locked /starter char to boost unlocked chars by not queing together, but separately, and trying to “sync drop” as we used to call it, so that the u8nlocked chars stil get XP?
I´d say that´s certainly worthy of a report e-mail, but on the fence as to whether it’s actually sanctionable. Though I would personally would tend towards yes, as the limitation was put in place post remix where boosting yourself with a starter account became the norm… but it´s ultimately the risk team´s decision…
The big question here will be"is it negatively impacting other player´s experience"… Just as a random example, is the booster-alt a tank and his leave regularly causes the group to sit around twiddling thumbs, or is (s)he still completing runs even when the sync fails? In the former case, yeah, obviously an antisocial POS, ban them till the end of time. But the latter case, meh, no harm, no foul, they just want to level alts more efficiently but aren´t hurting anyone else.
