Hello all, can Balance of Power achievement still be done? If so do you have any tips to achiev it faster? It seems like a very long quest line. How long would that take in your opinions? And is it account wide? Because i have one character that has max reputation with Suramar which might be relevant i guess for this achivement.

The achievement Improving on History is indeed available, and it is part of a questline that starts after you complete your Order Hall campaign. On how long it will take you, that entirely depends on how much you will play really.
With regards to the your account-wide query, this achievement will basically need to be done to the specific character to unlock the Artifact tints. Some more information may be found here.
