Is Blade Flurry or are the Target Dummies in Dornogal Buggy?

I play HO/Fatebound OL rogue. I can do around 1.0M - 1.2M dps on average (for about 10 min.) on the raid target dummy in my M+ build, and yet when I hit 2 cleave dummies for about 1.0M dps. There’s no way that should be the case?

Is something fishy here?
