Looking at the tool tip it states that it should proc of chi spenders. But it only seems to proc off blackout kick. Surely its supposed to proc off rising sun kick and fists of fury too. Been doing a few m+ and really noticed it.
I had it proc on everything, even on Spinning Crane kick itself, it just feels like it procs more often from Blackoutkick since you use it far more then RSK or FoF.
