Ok let’s get straight to the question
I’m just wondering that if I got Exalted with The Unshackled reputation on my Horde character and bought the tabard too, will I be having the Waveblade Ankoan’s tabard (appearance) on my Alliance character? Since my alliance character’s reputation is honored not exalted.

You also dont get stuff like rank4 of lucid dreams. Blizz said it was account wide achievement and it technically is… but there are two different achievements. Horde and alliance version.
Generally speaking, its safe to expect most things to not share between factions. Except mounts, trasnsmogs, toys, pets, ect.
I checked it for you. You do not get Ankoan tabard by buying the Unshackled tabard on a horde character.

But least you can cross use the mounts! Alliance can use the red ray, and horde can use the blue ray.
