Is it impossible to get the same Island Expedition twice in a row with private tours?

I’m trying to farm a single island. I’ve noticed that once I’ve done that island, the next one I get is always different. If I leave the group upon map load, I can requeue but it always only seems to give one of the other 2 islands.

Is this intentional or am I just getting extremely unlucky with which island is generated?

I’ve done it a couple dozen times recently and I have occasionally gotten the same map twice. But it usually seems to rotate as you’ve noticed. So I don’t think there’s any good way to farm a particular island.
