At least with MoP it is, go to a panda in the archaeology place and queue up to LFR raids from him.

You can queue solo, legacy buff is active so you’ll be able to kill everything fairly quickly.

In WoD there is an NPC just outside your Town Hall door.
In Legion there is an NPC near Violet Hold instance.
Not sure where BFA one is but I’m sure wowhead can tell you.

I used it a while back to get some kills with Pepe on my head for an achievement which I still haven’t finished…

For Alliance, it’s the turtle in the Boralus inn. Not sure about Horde, but I’d start looking in the Dazar’alor inn for a start.

BFA doesn’t have a legacy damage buff yet, but it does have the legacy loot, so you can farm transmog. Most of the raids can be done with 2-3 people, and some bosses can be solo’d, depending on your class.

There are usually specific NPCs you can talk to to queue up solo. So, yes.
