Yes, it’s still a decent CD in PVE, and incredibly strong in PVP.
i cast it on CD, but i do not minmax, my alts are superchill.

You can’t really use it when the adds are dead… Im not sure i understand the question here. I don’t know the exact numbers but i believe (without the conduit) it’s not worth casting unless there are 3 or less mobs active. You can use it in situations with 4+ mobs but only if you have all 3 dots up (which you probably won’t) or if you have Void Form up.

If there is a heavy hitting mob or the third boss in sanguine on the spike attacks, you can use it to help the survivability for the tank or group if it is aoe damage
You can think of it like a mindblast so you can use it from 1-3 mobs outside of voidform if I am not mistaken might be 1-5, and 1-3 is within void form.
The problem if I am not mistaken is that it won’t give shadowy apparations. So might just be from 1-3 targets
