Mostly from a Resto or Feral spec point of view, is this legendary any good in PvE, solo or group content? Or is it just a gimmick for people who don’t care about optimization? Is there a way to play optimally with it?
From a resto point of view, nope, there isn’t. From a feral PoV, you can use it to tank or heal keys, there’s a feral who made a few videos about tanking and healing +14 keys as feral, with Oath:
But outside of those gimmicky things, I don’t think it’s useful.

Its unfortunately not even good in PvP. The same issue is faced by a lot of Legendaries however.
They could have done the balancing on Legendaries infinitely better. Instead, some are just absolutely meta and too strong whereas with others you just wonder why they are even in the Game.
I love the shapeshifter theme, I was hoping that this legendary could justify weaving in and out in solo content. That’s kinda sad
