Is Recruit a Friend eligible for returning players (24 months), who have only played trial in this time period(level 20)

So a friend of mine has recruited me with RaF, but at the moment the service is not working (I have sent a ticket). In the meantime, can we play up to level 20 using the trial?
The reason I’m uncertain is because this article says: You can recruit friends […] who have an account that has not had active game time for 24 months or more. Is active game time meant as playing the game, or buying a subscription?

“active game time” means paid-for game time, with a card or a subscription or whatever form of money payment.
