Is Resto druid's mastery crippling the spec and it's identity?

The druids mastery seems like a nice way to emphasize it’s healing over time roots (pun intended), but in practice I feel like it’s doing the opposite.

It’s a nightmare to balance, cause if a druid uses multiple hots, the multiplicative scaling gets out of control fast. The only way to balance it is to make sure none of the hots are strong on it’s own. This leads to the problem that you need multiple GCD’s to set up some healing.

To balance this issue, they really amped up Regrowth for more spothealing. While it’s nice to have more spothealing, all HoTs seem like wet noodles in comparison and the spec has gone away from the strong HoT healer to a regrowth spambot.

I feel like druids would be much better suited with a mastery that flat out buffs it’s HoTs. Or alternatively, a mastery that provides a really strong buff to HoTs, but diminishes in value the more HoTs you have up to balance it. That would allow Blizzard to put a lot more power in the Healing over Time spells without it becoming excessively strong with mass blanketing. That way you have the option to chose between a few really strong focused hots or a broader coverage of weaker hots for aoe.

I do personally love the inclusion of Dream of Cenarius. I feel like it’s really playing into the shapeshifting identity of the druid and I would love to see the spec have more options for this playstyle. Though I do think that fluid form should be baseline as all shapeshifting feels horrible with a wasted GCD for doing nothing. And it should also include all spells that you need a form for, but just shred or mangle.
