Is server limiting the DPS?

Hi guys. I’m quite well equipped enh shaman.
crit: 15%,
haste 30%
mastery 97%

… and I can not get past 160k on longer fights in a single target dummy.
Whenever I start with DPS on the dummy it feels very good and smooth but after I would say 10 first cast it begins to be very laggy. DPS is going down rapidly and it feels ‘very laggy’. Responsive to the following casts are terrible. DPS going down drastically.

Similair with AOE .Whenever I’m testing it during the night I can do and keep like 500k AOE on dummies but during a day I can do only around 380k.

Is blizz server slowing me down? My ping is 26ms home and 25ms world.
