I think they are designed to go into specific builds. Saddly this expansion has so many systems it is hard see the bigger picture. I mean having to go to a non Blizzard website to see the Soulbind trees bevor choosing a covenant is questionable at best.
It has its uses but not for now since stronger builds exists. 
Some of them feels like they were gutted right out of the working and fun spec, just to put them on shiny orange text.
A bit OP :
The most LOLS in a long time I had while so called unprunning, when they took ( again ) some solid working and fundamental things, remove them just to be added on lvl 52 / 54 / 56 / 58.
