Few consumer ISPs give their customers static IP addresses - and some even share the same IP with multiple customers (cgNAT) - the end result is that attempts to ban using IPs generally just end up banning completely innocent bystanders.
While HW IDs are effective against non technical players - those IDs are these days rather easy to modify by anyone who has the necessary time and knowledge!

I can understand this when you have 1-2-3 accounts within the same battlnet account. But the situation is different here, all accounts are fresh, they donât have enough achievements and mounts, they havenât even bought a TWW, and all the gold they earn is put into one guildbank, and then where does it go? I think this is obvious, considering that they are logged in and logged out simultaneously with a difference of 1 millisecond. It is impossible to do this without programs, and there is also a possibility that not only a multiboxer is present here, but also bot programs.
