Does anybody even work on this spec or is the AI just trying it’s best to figure things out?

There are no spec devs. There are 2-3 class designers. Obviously none of those play rogue at all or care about it, and clearly have no time for it right now as it is the least played class.

I would argue that feral is the least played class 
What really frustrates me, is ow rogues have to jump through 10 hoops, while backflipping, to get smaller damage numberd than a fury warrior…

Feral isn’t a class, it’s a spec. Druid is pretty popular. Rogue is unpopular across all specs.

I still see three times the amount of assassination/outlaw rogues than actual feral players.
