Well they decided to throw all the gems onto a vendor instead of timegating it, but some gems are bugged. You can check out the vendor and grab what you want atm.

Yes, there is catch up available starting in week 2, at least if the PTR and current datamining are anything to go by.
If you miss a week, don’t worry: You will be able to pick up the missed quest and the new quest in the same week.
Raw Singing Citrine may also drop from chests and rares on the isle—possibly as a catch-up system for alts.
