Is there a fast way to unlock the K'aresh quartermaster?

How do I skip the K’aresh story campaign on my alts?
I used to be able to skip it right after turning in the quest that takes you to K’aresh, but now I don’t have that option. I have tried questing further and that is still not an option.

I want to skip it on my profession alts so that the quartermaster shows up so I can buy the profession books for knowledge points.
Does anyone know how I can access this NPC without spending hours on all my alts to unlock him? Or is the skip automatically unlocked acccount wide now, so I’m forced to do quests to unlock the quartermaster?

I feel like it’s an oversight the quartermaster isn’t unlocked automatically. I can simply run up to any other TWW quartermaster including the one in Undermine on all my alts without doing any quests, so why not this one?

If you’ve done everything on your main, up to just before the eco-campaign at the oasis, entering K’aresh with your alt just speak with the NPC right at the entrance to the zone. They’ll have the option to skip so you don’t have to redo the introductory assault on the city by the Shadowguard.
