MoP Remix had a vendor that sells healing potions and those scrolls that give you buffs.
I can’t seem to find one and the drop rate on some of those scrolls seems way less than in MoP remix.

It’s meant to be the little whelpling dude in the Bazaar but they forgot to add his scrolls.
I agree. I did many M+ but never could use scrolls, I only have 30 of them and I’ve barely used them.
