meaning I want to put chars of people I can’t stand into that addon with notes next to their name and have eg a red indicator next to their name for them and all of their alts.
I’m tired of greeting the same imbeciles from last week by accident and be hit with a “?” followed by “I’ve been gone for 5d and people in Goldshire are still being as dumb as ever”

Addon can’t know that. You could manually add the alts you know.

ty, certainly the right ballpark
but there’s no visual indicator in the open world and in current WoW this doesn’t even integrate into the UI so it’s gonna be a hassle to use
