Perhaps Guild Wars 2 and Star Wars Online, as far as MMOs go. Rift had a similar design, but combat never felt quite as responsive, though it may have improved in the years since I last played it.
They all have PvP, but it’s not their main focus. If you only want PvP, I’d look at Overwatch.
Pvp in Aion is pretty similar. But that game is also super old.

blade and soul , eso online , tera … buncha mmos have combat as fluid or better as wow

I have been looking at Overwatch actually, I am just not so much for shooter games.
Yeah I’ve never really been huge on shooters either tbh, but OW has enough variety to not feel like one completely. You have characters like Brigette, Reinhardt, Winston, Symmetra, Zarya, etc that make it so you don’t need to have crack-shot aim.
You could also look at those isometric RPGs like Diablo/Path of Exile (free alternative). I don’t like advertising other games here, but I think it’s important to branch out so you don’t get sick of WoW, and PoE is actually really, really good.
As for MMOs, I personally haven’t found a game on-par with WoW. I played ESO for a long time, but if your idea of fluid isn’t 300 ping and 11 fps in PvP zones then it’s probably not for you.
Archage Unchained might be worth keeping an eye out for. They are revamping it and removing any p2w crap, so it’s looking quite promising.

Most of the other MMOs I played have decent fluid combat - Aion, GW2, people say that pvp in Black desert Online is also not bad, although I haven’t got to it - too much P2W.
But WoW still feels the best as quality. It’s not only combat, but tactics, variety, even the larger number of bgs is what makes WoW still number 1 in my list. For Wpvp Aion feels better, but it has so many other issues that it’s not really playable atm.

Archeage unchained launches next week. It actually has better combat than wow imo.
WoWs combat hasnt been fun in terms of pvp since mists of pandaria imo
I’ve tried a number, but none have the same feel as WoW
Aion is the closest to wow world PvP and has easier PvP mechanics doesant focus much on tactics but in mainly combat and your skill.
