Is this an active lvling server?

Thinking of making a new era character and want to find a place with an active lvling population, both when I’m lvl 15 and when I’m 30 or 45, with a community that doesn’t want me to delete my char upon the first death.

I play both horde and alliance, and is open for either faction. Just want a to play the game with other chars the same lvl, so I have a a chance to get a group for those elite quests and the dungeons along the way.

Is this server the server I’m looking for?

It seems not as busy as mega servers, with still somewhat of a balance.
With its own economy and community.

Or is it all empty in the leveling zones with no one to group up with for hard quests and dungeons?
