For example for Subtley would that 15% increase in haste/damage be applicable during stealth? If so that would be broken for a racial skill wouldnt it?
The haste increase is something you have to manually activate so its only for a brief period of time. https://bfa.bloodmallet.com/index.html#rogue_subtlety?data_view=races out-dated obviously but that might answer your question thats how it looked during BFA anyway.

Racial traits arent as strong as before. Bloodmallet has some nice comparison, if you want details, but basically pick what you like. When it comes to dps, racials make a little difference, except specific cases like orcs stun reduction for pvp.
The only racials worth mentioning for PVP are as follows: human, DI dwarf, nelf, orc(?) maybe also maghar orc if we’re pushing it for the raw stats the activatable racials provide for both orc races, void elf is good, belf is good.
Gnome is ok but more likely to get use from the warrior class etc
Zandalari troll is gimmicky and nice for resetting a fight in more casual pvp instances
Honestly past that its mostly swag by that point, I’m sure others can polish up on anything I’ve missed.
As for PVE just use blood mallet if you care that much.
