Much simpler, the phrase from the interview is simply wrong.
Yes, as you level up, while you get more stats, your secondaries translate to lower and lower percentages, because they get divided by greater and greater numbers depending on the level. But your primary doesn’t do that. So, yes, you crit less often, but you hit for more and you crit for more and in the end, you become stronger.
The phrase tries to tell you that you were getting weaker overall during leveling, but this is false. You were getting stronger overall.
I don’t think they intended people to become weaker. This is just an unintended consequence of their squish #3. Their stupid obsession with these squishes is very annoying. Every time they squish, they break tons of things. Every time they say they “learned their lesson” and made the necessary adjustments bla bla bla so that all future squishes will be problem-free. Every time the next squish just breaks it all again. Content being constantly broken is now a signature of WoW. It’s embarrassing.

I just do not get why he is mentioning us getting weaker by leveling up and mentioning some bug when the real issue is the lack of legacy buff in the Legion content and the BfA content scaling to our current ilvl. Either he is missing the point, or he is deliberately being obtuse.
Agree with so much here.
Firstly, myself and my partner pre-shadowlands were happily managing (just) on Legion Raids and enjoying it, now that we have Shadowlands we no only want to continue that, but want to start on BfA as well, this is really what we pay our money for and I hope Blizzard can realise that and fix this.
Secondly, I am not clued-up on the stats workings of the game but I did have a thought. Somebody mentioned that they scaling of old content was matching i-levels and thus rising with the new gear… What would happen if we changed to older gear with low i-level? So essentially if we geared up as we were at the end of BfA (thus lower i-level than current) BUT our character level had gone from 50-60 with the accompanying stat increases, would this help with solo (or duo) ing the legacy content? Am genuinely curious.
Obviously this wouldnt be an ideal fix, Blizzard needs to sort this, but my above thought was just a curious temporary repair thought, I just dunno if its workable.
I agree that stuff from Legion should be able to solo,even mythic raids once you are 60,this current situation is awful.
But i cant say the same thing regarding BFA content,in some regard you should solo dungeons from BFA but raids was always the case.They droped the ball this time.

I also enjoy doing the Glory of Hero and Glory of Raider (where soloable, where not I seek some help). I did the Legion Glory of the Hero during BFA, needed some help with the one in Vault of Wardens to dodge the ghosts and the groups ones in Halls of Valor and Maw of Souls.
I enjoy just wandering around the dungeons and seeing them. can’t do that in a GOGOGO PUG.
What would happen if we changed to older gear with low i-level
I believe they changed the system as people were leaving their Neck and Rings in their banks to lower their ilvl to scale down mobs, since these pieces generally had the weakest stats. Bliz changed it to use the gear you have in your bags and bank. So unless you deleted all your new gear the mobs would scale to the best gear you own.
Of course deleting all Shadowlands gear would make doing current content virtually impossible. I guess you could have a level 60 alt with only BFA gear and use it only to run BFA content, but I can’t see many people opting for this.
Why can’t they just implement “Demoralised” debuff which reduces mob/boss hp by half and the same with their attack power? We outlevel legion by 15 levels, it would be 20 levels in old system, in old system at level 130 it would be total faceroll, why can’t be now?

Its annoying they changed it. Surely if they genuinely cannot see what the current problem is then they wouldnt need to change anything to maintain it. And in maintaining it this lends weight to the fact this isnt an oversight but actually a design choice.
Fact remains we were able to tackle Legion content and now according to reports we cannot, despite going higher level. That is Blizzard essentially taking content away from us. I expected to have “more” content by being able to do some BfA stuff, not “less” by losing Legion. So buying Shadowlands for me has lost me legacy content, that is not good. Come on Blizzard please fix this!!
