Item levels is lower level dungeons

Please can someone explain to me how it makes any sense, that heroic versions of dungeons from TBC, wotlk, cata and more, have LOWER ilvl than their normal mode counterpart?
For example:
Items from Wotlk Heroic dungeon ilvl is generally 27.
Items from Wotlk Normal dungeon ilvl is generally 36.

How does this make any sense at all?
What’s the point of the heroics then? Why do they even still exist? Why a lower ilvl, why not higher? Or at least the same?

It’s not very impactful to most players of course, but it doesn’t make any sense.

This is not what I’m observing on my 25 alt. It says normals are dropping 31 and heroics 33 for TBC, and 31/37 for WotLK. 36/41 for Cataclysm, 31/42 for MoP. Not entirely consistent, but heroics are dropping higher in every case.
