This is a known problem in TBC. It also seems that the tickets get closed quite often. It can be fixed by a GM - reopen the ticket, make sure you have the required enchanting items in your bags and, if necessary, link this blue post - Disenchanted Demon Forged Breastplate can't restore - #2 by Mosinathus
