is it possible in Dragonflight to scrap magic items to get some herbs/ore, as it was in BFA (if so, how)? And if not, what else can I do with low-level soulbound magic items except for selling them for gold or disenchanting (I have blacksmithing+mining)?

Nope. Scrapping hasn’t been possible since BfA, and is not available for Dragonflight items.
Your choices are, as you said, vendoring for gold, and disenchanting (if you have Enchanting as a profession, which you don’t).
