Items that are impossible to be deleted

Hi,
For some reason in 2 days i was able to gather 2 items that i can´t delete/destroy/vendor.
These items are:
[Scrap of Torn Cloth]
[Rune of Warfare]

I bought the Rune by mistake from a Rune Broker and now i can´t get rid of hit.
Got a extra [Scrap of Torn Cloth] when doing the quest for the Paladin weapon [Truthbearer] and now i can´t delete it.

When i try to destroy both of the item i get the message “That item cannot be destroyed”

Does anyone know a solution so that i can free my 2 bag slot spaces?

Can you still talk to Aenoas in The Burning of Andorhal or drop the scrap outside your inventory (it’s like delete)?

it does not work, i does not allow me to “drop” the items and presents “That item cannot be destroyed”
the npc also does not take [Scrap of Torn Cloth] back
