"it's raining sparkles" WQ bugged

this Ardenweald WQ is still bugged. It only shows up for alts who had activated threads of fate at some time. It is NOT showing up for mains who had to level through the storyline.
Apparently, this issue had already come up in Beta and it’s still not fixed.

Some people on wowhead have suggested that the quest is merely interfered with if the character has the Marasmius quest “taste of Tirna Noch” active, this is NOT the case. The quest will not show up for characters who leveled without threads of fate, regardless of what daily quest Marasmius is offering.

Thanks for that, I was starting to think I was going mad. It does not show up on my main who went through the campaign.
