This quest is nowhere to be seen even though you can see it on the map. I had to abandon it since it was bugged, however now I can’t seem to find it or accept it anywhere in the city.

I had the same issue. When you leave the room where you fight the boss, turn sharp left and follow the path , Birth is still waiting there round the corner and you can talk again to her and start the quest.
But may I ask what your issue is? Mine is that when I fight the boss I’m able to bring him down to 50%, then a video should start and we should get saved by ZZ-01-47 by activating a golem. My issue is that this does not happen, my charcter is stunned forever and also the boss is stunned and does not move. The game still runs, but I cannot move or do any other actions and most of the times even cannot log out or exit the game.
I already diabled all add-ons and tried several times. To no avail.
Support was not helpful, yet…
My issue is that I activated the machine and my character was stuck in place, doing the looped knocked down animation and I couldn’t do anything at all, kept receiving the message “You are stunned” when I tried to move. Logged in and out and nothing happened. Had to abandon 
Will go back to the place where the quest took place and see if I can find the quest giver, thanks

Yeah, the NPC was where you said it is, no idea how the QA missed the icon by an entire mile down the map…Oh well, at least I can continue now, and I hope I won’t get stuck again\

I managed to finish it finally the boss appeared and he kicked me with a stun after he reached a certain HP and the cutscene would play. After that I could continue. The first time I tried I did not even see the boss it just stunned me as soon as I accepted the quest. Really weird bug, maybe someone nearby killed the boss and locked me in an animation or something.
I’m happy that it’s working for you. Unfortunatley not for me. Tried several times and ending up the same. When the boos reaches the certain HP he stuns me and I’m stuck in pace as is the boss.
Maybe I have to try and try and if I’m lucky I get the same situation as you and hopefully I can continue.
The easiest would be if Blizzard support pushes my character right after the cut scene. Should be easy. But until now they just told me how to update my drivers
Yeah I thought the would just give me the quest so I can try again but they asked me to post in the bug section. My only suggestion might be to group up with someone and see how it goes, maybe hang out outside to see if that will trigger it?
By chance I got my new notebook today, so I reinstalled everything and now it was working. Pure luck or maybe some corrupted files on the old installation…
