I saw the flag on the char. I checked the buff. WoWhead has nothing with the buff’s name. So I had to do wider searches and then learned it is this toy:
Why is this hidden in the toy gallery? You can remove all filters or search only for unlearned ones or only for event ones, but it’s not in there, while event toys from other seasonal events are mentioned.
An oversight or some strange purpose?
Arrr! I believe that toy is from Pirate day me hearty!! Ya will have to wait until September to get ya scurvy hands on it.
There was also a fun little toy that lets you yell pirate insults at people within /s distance 
You can buy this toy from the NPC that spawns due to the pirate day ONLY IF YOU HAD THE “BLOODSAIL ADMIRAL” title… this might explain why the toy is not visible to accounts that dont have that feat of strength (no longer in game) title.
It shows on me, but again i have bloodsail admiral title so maybe its that.
On Wowhead people say you DON’T need that insane rep achievement but only the collective achi for Pirates Day.
It is still available, you just need to get hated with booty bay and then pick up the quest “Avast Ye, Admiral!” which then gives the title and the ability to buy the toys on Pirates Day.

Oh, OK, I thought it was an event achievement.
Then I understand that they don’t want to make collectors feel compelled to do that just for the toy.
Tbh, it’s the kind of thing you can park an alt for (60+) and just do when you’ve got some time and nothing much else going on.
It only took a few days of popping on an alt for an hour or so at a time and killing guards around the booty bay entrance for me to get the required rep, I also got some bloodsail whites which are now cosmetics for transmog so it has a couple of advantages for collectors.
You have until September to get the title to get the toy anyway.
