Any knowers that can explain why Judgement attacks are constantly missing on Rogues in PVP?
Judgement goes through Cloak, which means it’s physical and not a spell. There is no Holy Resistance (Destro locks being an exception) so it wouldn’t be due to that either.
According to Patch 3.2 “Judgements: Some of these attacks were considered ranged and some melee. They are all now considered melee attacks that can’t be dodged, parried or blocked.”
Based on this info Judgement is a Physical Melee attack which deals Holy damage and should not be affected by Heightened Senses and be limited to the default 5% chance to miss.

No they don’t have sacred cleansing (which doesn’t block Judgement either way).
No they’re not Blood Elves or Night Elves.
And yes, I am hit capped. I even tried running 225 hit rating and I’m still missing Judgements basically every single game on Rogues and exclusively ROGUES.
rogues have multiple talents that reduce chance to be hit above the baseline.

Isn’t judgement holy damage so counted as a spell?
It’s a ranged melee attack, however stupid that sounds.
If it’s a melee attack then it can be affected by some of a rogues defensive avoidance things. I saw it caused holy damage.
It also cuts right through cloak of shadows (as does hammer of wrath, same deal).
Oddly, it can’t be dodged or parried either.
It counts as a ranged physical attack. So evasion 25% miss affects it.
It’s one of those spells that has two applications. First the Judgement (Light, Justice or Wisdom) which are all melee physical attacks. Then the second application that is your Seal buff (Vengeance, Corruption, Righteousness), this is unmissable and always applied as long as your initial Judgement hits.

This is also backed up by the fact that Judgement can be used to interrupt the Crusher tentacles on Yogg. These can only be interrupted by physical melee attacks.
Also let me reiterate. I have not noticed an uptick in misses during Evasion only. I believe Judgement is somehow wrongly double flagged as both Ranged and Melee or that the talent Heightened Senses is functioning incorrectly. It’s difficult to pinpoint because the misses occur ONLY on Rogues exclusively, even though other classes have talents which reduce their chance to be hit.
Another possibility is that the Rogues are using an ability called “Heightened Senses,” which increases their chance to dodge all attacks by 15%. This ability can make it more difficult to land attacks on Rogues, including Judgements.
It’s also worth noting that there may be some lag or latency issues that could cause attacks to miss, even if they should technically hit. This could be particularly relevant in PVP situations where there are multiple players and lots of action happening at once.
Overall, it’s difficult to say for sure what the issue is without more information. However, it’s possible that a combination of Evasion, Heightened Senses, and lag could be contributing to the problem.

But I have concluded through testing that Judgement abilites are incorrectly flagged as Ranged in PVP. Which is why Evasion makes you miss at a much higher rate.
I can’t really find multiple, but heightened senses reduces the Rogues chance to be hit by 2/4%, so that’s probably it.
To be honest I’ve been getting an excessive amount of spell resists when targeting rogues since the start of Classic, even back when I used to pvp in my pve gear with 16% hit.
Spell Resists are most likely due to not having enough spell penetration, which I assume is the case if you’re using your PVE gear.
Hard to say, back in classic all forms of spells not dealing damage only appeared as “resist”. Rogues would resist 30% of my spells on average.
That’s not a thing for holy spells since holy resist doesn’t exist.
If you have concluded through testing that Judgment abilities are incorrectly flagged as Ranged in PvP, and this is causing Evasion to make you miss at a much higher rate, then it is possible that there is a bug or an issue with the game mechanics.

Have you tried it on different rogue specimens ?
I did very quick test in duels against my pve specced rogue (just standing still dropping judgements when they were off cd) and I didnt miss once …
Which doesnt show anything, but it could hint that its one of the defensive abilities rogues use in pvp …
