‘‘your damaging judgement spells have a 100% chance to grant a replenishment effect’’ it isnt procing on low lvl mobs… i tested on mobs lvl 9

If you’re using seal of righteousness, the seal hits before the judgement, and if that damage is enough to kill the mob, your judgement does no damage hence returns no mana.
This was how it used to be back in the days so it’s not a bug.

I just tested it on lvl 6 npc and a lvl 1 rabbit. Worked for me
