Jumping allies in nazjatar

I’ve seen a few allies jumping around like they’re buffed up on first class coke in nazjatar in the last few days.

I have to ask: How do they do that? Toy? Exploit? Any fancy item?

some time ago it was possible to use it outside Nazjatar - thankfully now fixed.
You could see people of opposing faction going to Orgrimmar / Stormwind, jumping around like mad, frustrating others…
