Please for the love of God add titan residum for PvP chest since the loot is literally garbage below 2100 and the effort you need to put in order to achieve that rating is way above of completing an m+10 out of time
Then you’d have complains that PvE people are forced to do PvP for the extra titan residuum or something like that… 
Make them mutually exclusive problem solved
Those who PvP are forced to do pve since day one. If you want advantage on gear do both if not it’s your loss. 
But the way it is now pvpers don’t have a chance to stand gear wise without pve
