Thats it, thats the post.
Just make it do reduced damage beyond 8, or at the very least 5 targets.
Its feels really bad to not even have a chance in big AoE situations in M+, and it wont impact Furys performance in raid.
Oh and while we are at it, maybe make Rallying cry also be more effective outside of raid. Oh, and give warriors bloodlust so they actually have a reason to be invited to keys.
