As leader of the blood elves of course. Lor’themar can be the Ranger general and Rommath the right hand man. That way we would have a fully restored bloodelf character cast. It’s what the horde deserved after blizzard dunked our leaders and lore characters too many times that I stopped counting.

His kinda dead though and on the Shadowlands. I feel like those things would make the logistics difficult.

He might become leader of the Blood Elves, but that wont make him a Horde character. Rather it will make him an Alliance character unless the Blood Elves doesn’t want do join The Alliance with the other Horde races.
Bloodelfs are Horde. That is not going to change.

Isn’t he in Sinfall, chained to the wall, in the care of the Accuser after we saved him from Denathrius’ powerplant? 
I mean in a melliena or two maybe he could find redemption, but at the moment he is so arogant, wrathful and prideful, he is one of Revendreth’s main batteries… so the road ahead of him is long. And after redemption either sired as a Venthyr or move to another afterlife… maybe in Ardenweald, to be reborn (I have several greater pridefull souls in my pocket waiting to be reborn) as a… dunno… squriel? Fungus? Elves are sponges and we have lovely beaches
In terms of lore faction balance it might make sense to give Horde mage of Jaina’s caliber but it would be insanely difficult to pull him out of the Shadowlands he’s kinda native now thanks to our own efforts.
We brought back dead characters before. This is not an issue.
I would say the issue is - Shadowlands strongly relies on nostalgia vibes - chance to meet old friends/enemies one more time and surely Blizzard have some plans to bring one may be two old characters back into the fold (they kinda running low on those lately).
But it probably will be only one - two top to not undermine their previous character arcs and development, and there is no guarantee that it’ll be KT and not say Garrosh (also quite promising arc of him facing off remorseful Thrall).

Kael’thas gets his redemption. Afterwards He will take leadership away from Bob aka Lor’themar and make him Ranger General instead.
