I’ve recently come back to WoW and I keep hearing the “Bike Horn” sound effect constantly while fighting mobs and doing world quests.
Disable all addons and see if it goes away.
Is it a sort of rubber squeeze-horn “hee-haw, hee-haw” sound, or a bell? Both of those immediately come to mind as warning sounds I’ve heard from addons.

I barely use any addons. Just Elvui and Weakauras. 
My first thought was it’s DBM.
That addon has some irritating sound effects.

Check your weak auras, you may have added a sound effect in one of your builds

Where would I find the sounds in the weak auras?
Weak Auras can have sounds enabled on them. So I would suspect it’s one of those. Your issue is most certainly an addon. Most likely a boss mod or weak aura.
ElvUI can also make a noise if you are mentioned in chat, but other than that I’m not aware of any major notification noises.

That was my first thought, too, but, in light of the response
sounds good.
I don’t know, but as I said, disable WA altogether and try going out to do what would normally cause the sounds. If they don’t appear, at least you know where to start looking.
