Khaz Algar Summary i can't unlock Hallowfall Arathi And Assembly of the deeps

Hello!
for 2 days I’ve been struggling with wohead and youtube to find a solution to KHAZ ALGAR THE 4 SQUARE ZONES TO UNLOCK IN THE CIRCLE ON THE MINIMAP.
with Concil of Dornogal I made lvl 6 and it’s unlocked, but with The Assembly of the deeps (I’m renown 2), Hallowfall Arathi (renown 4) I can’t unlock them.
I tried to look for the quest starters Back to Gundargaz, and The Light of downtower but the NPCs are not in the location, I don’t know what else to do.
Please help me somehow
