I am using Deathblow and Razor Fragments in the Marksmanship talent tree. While leveling in dungeons I see it being procced and it is ready for being used, but when I target a mob I can’t click it, sometimes I can.
Is it bugged? It is supposed to work on a mob regardless of their health.
They are separate - you can have razor fragments proc ready to go, but kill shot not ready/not a death blow proc.

So,
Everytime you get a deathblow proc, you will also get a razor fragments proc, so any kill shot resets will always give the extra razor fragments damage.
However, every time you get a razor fragments proc, you won’t always get a kill shot reset or anything. This buff will just be consumed the next time that you kill shot.
