just a quick question i’m about to make a legendary item, ilvl 291. but it will cost around 22k gold for the base item.
can i buy a lower tier lvl like 190 and ugrade it using only soul ash, cinder flux and soul cinders to rank 7. or doesn’t it work like that? would i still need to buy a higher tier base item each upgrade?

No you can’t buy a lesses base piece like 190 and upgrade it to 291 using the in-game currncies. If you want a 291 legendary, you need to buy a 291 base piece.
Consider that the price of those pieces was up to 80-90K a couple of months ago, and feel lucky 
If you start with a rank 1 legendary and you upgrade it you have too buy the base item EVERYTIME you want too upgrade.
So it is actually way cheaper too instantly go rank 7.
