That sounds like the similar but separate issue from this thread, which turned out to be a normal phasing issue from the TWW campaign:

Bug with quest "The Wisdom of the Council"

Just to close the loop on this, the issue here was determined to not be a bug, but rather the result of phasing involving the start of the new campaign in The War Within. Just keep following the main campaign, and you’ll eventually return to the normal phasing and be able to turn in this quest as well.

I hope you can get it done without too much trouble now!
